D-numbers and “true copies” of foreign passports

The Norwegian Embassy cannot, as a rule, certify copies of foreign passports or other ID documents. The Embassy also cannot issue D-numbers for foreign nationals.

The Embassy can only certify a Dutch document that has already been stamped by a notary public (notarius publicus) in the Netherlands. Should you need a certified copy of your passport in connection with e.g. opening a bank account in Norway, you must contact a notarius publicus (for example a bank) in the Netherlands.
